- Sorts and prioritises new work.
- Chooses the agent or pair for each job.
- Tracks deadlines, budgets and stop conditions.
- Checks that the right approvals exist before anything goes out.
- Returns one consolidated result, disagreements included.
Compass has no partner. A person checks its routing.

Present operator · Core role
Runs today’s operations and makes the present operational call.
- Keeps routine operations moving.
- Chooses the practical option for today.
Works with Horizon (Peter’s seat) when a choice made today may create future scale or maintenance effects.

Philip’s partner seat is Andrew. The partner checks consequential work before a person signs it off. No seat signs off its own work.
Where authority stops
- On its own: reading, researching and drafting.
- Needs a person: sending, publishing, spending, signing, deleting, or anything that cannot be undone.
- Compass never invents strategy and never approves the work it coordinates.
